Its was a french voice saying you have mail.

Yeah, I think whoever recorded this was recording the audio and video off of their Mac because I think you can hear the volume button feedback tone at around 2:42.

Conclusion: A French person (probably the poster of this video, who is French) recorded this from his Mac and we get to hear some sounds of stuff going on in the background. :)
