Don't build one, don't buy one then! Jesus H christ..i've had a bellyfull of you people rubbishing others who are trying to make this world a better place. If you think it is all fake, don't look at the videos, websites, MPG gains being reported etc, then you'll be happy won't you? Otherwise, if you insist on watching these vids of HHO etc, keep your negative crap to yourself, and allow the REAL scientists (ordinary experimenters) to make unhindered progress.
Baking soda (NaHCO3) reacts similarly, bubbling off CO2 and leaving NaOH again without any Cl- corrosion. If you use tap water, the CO2 will react with impurities and form scum.
Between NaOH and KOH, the Sodium is more corrosive. It's better to start with KOH than to evolve it.
If the Cl2 gas is captured, it could be used to make HCl to raise the Chlorine of a pool.

I can answer your question regarding the fuel efficiency of a car with this HHO system feeding into the air intake. You are correct; eventually your alternator must work so hard to regenerate the electrical power that the system will not sustain a positive outcome. I tested this on my own car. Initially I had an increase from 24 to 36 mpg. Not bad, right? Over time (about 300 miles later) this gradually dropped to 21 mpg and drained my battery completely as I was driving it.

HHO scams comes with instructions to change the oxygen sensor.
The car to run more lean, and so less fuel is used. However; your engine output is now less.
The overly lean mixture causes overheating, especially on the exhaust valves and piston tops. This causes burnt out exhaust valves and holes in pistons.
300 miles later mpg drops cause of this damage.
Cars also use oxy sensors to help predict MPG. Change sensor -- You can't trust the MPG reading your car.
